Every Starfleet captain has his or her own unique personality. If you hang around the bridge and operations center enough — or watch enough Voyager and Deep Space Nine — you get to know these leaders quite well.
In fact, you can probably pick up on their personalities through written quotes alone, without the aid of a Vulcan mind meld.
